SCEEX is a local financial organization established in September 2011 with the approval of the Sichuan Provincial People's Government. Its registered address is in the High-tech Zone of Chengdu City.  It is one of the key enterprises in Sichuan Province's strategic emerging industries. In accordance with the arrangements of the state and the provincial Party committee and government, SCEEX endeavors to build China's "Western Carbon Emission Rights Trading Center", "Western Environmental Resources Trading Center", and "Western Ecological Product Trading Center". It has been registered with the relevant national inter-ministerial joint conference and is a carbon trading institution registered with the national authority responsible for addressing climate change. It is a jointly located organization of the Western Ecological Product Trading Center and the National Carbon Market Capacity Building (Chengdu) Center. It also serves as the public resource trading platform of Sichuan Province and the public service platform for Small and Medium-sized Enterprises (Provincial Demonstration Platform). It is one of the institutions in China that are signatories to the United Nations Principles for Responsible Investment (PRI).

SCEEX has constructed a "Green Factor Trading +" service platform to conduct equity trading of resource and environmental rights and ecological products, and provide green financial services and capacity building services. These include environmental rights trading such as carbon emission rights, energy use rights, water rights, pollution rights, and green technologies, as well as market-oriented services for realizing the value of ecological products such as renewable resources and forest and grass carbon sinks. It also offers environmental equity mortgage and pledge financing services, ESG consulting, training and consulting services in the fields of carbon peaking and carbon neutrality, etc.
